【摘要】 本文认为,公共政策是社会利益划分的一种规范体系。社会主义社会的公共政策必须始终代表最广大人民群众的根本利益。在公共政策制定和公共决策过程中,要努力实现公共决策的民主化。民主集中制是我国社会主义条件下一种最合理、最便利和最有效的决策体制。为了实现公共决策的民主化,必须要努力改善公共决策程序,避免公共决策的盲目性和不规范性。更多还原

【Abstract】 In this article, the author holds that public policy is the norm systems to divide social interests. Public policies in Socialist societies must represent the interests of the masses all the time. In the process of public policy-making and public decising-making, we must work hard to realize the democratic public decision-making. Democratic centralism is the most rational, most convienient and most efficient decising-making system under the conditions of Socialism. In order to realize democratic public decision-making, we must improve the procedures of public decision-making so as to avoid the blindness and abnormalness of public decision-making.更多还原
