【摘要】 通过R&D经费投入、高素质人才投入、科研机构数量、发明专利申请量、科技成果奖励以及高新技术产业创新的经济效益等指标分析湖南高新技术产业创新能力,结论表明:湖南高新技术产业存往R&D投入不足、创新服务体系不健全、高等教育与高新技术产业创新不配套、产权信用制度不健全等问题。应通过科学加大高新技术产业创新投入、搞好创新环境建设、培育科技创新中介服务体系、完善知识产权管理和保护体系等措施提高湖南高新技术产业科技创新能力。更多还原

【Abstract】 This paper studies the innovation capabilities of Hunan hi-tech industries from the aspects of R&D input,the numbers of high-quality talents and scientific research organizations,applications for invention patents,the awards for science and technology achievements and economic benefits of innovation of high-tech industries in Hunan Province.The result reveals many problems,such as the inadequateness of R&D investment,the imperfectness of the innovation system,the inconsistence of higher education and high-tech industrial innovation,the imperfectness of credit system of property rights,etc..Accordingly, in order to enhance innovation capabilities,we should increase hi-tech industries investment,improve innovation environment,foster a system of technological innovation service,perfect the management and protection of intellectual property rights system.更多还原
