【摘要】 电力市场的竞标及结算模式是建立一套完整的市场机制的核心部分.作者针对电网发展的现状和特点,以促进竞争、降低电价、体现公平为目的。以鼓励竞争、平稳过渡为原则,建立了一套适合省级电网在市场化改革初期的市场交易模式.该模式提出了限量竞标、分类结算的方法,对电力市场的构成模式、市场成员、竞标方式以及结算方式等方面进行了详细的论述.针对目前省级电网中普遍存在的系统调频容量不足、无功电能难以结算等问题,综合机组的运行特性,制定了一套辅助服务的结算模式:通过公平合理的结算方式,鼓励发电机组参与调频调压.文章的算例选取了广东电网典型参数进行竞标模拟,结果表明,所提出的交易模式切实可行,具有良好的推广前景.更多还原

【Abstract】 Bidding and settlement mode of electricity market is the kernel in establishing a complete market mechanism.According to the actuality and features of the provincial power system,with the purpose of facilitating competition,decreasing price and incarnating fairness and based on the principle of encouraging competition and ensuring smooth transition,the authors established a marketing transsction mode suitable to provincial electricity market in the initial stage of the marketing reform.In the proposed mode,a method including limited-quantity bidding and classified settlement was put forward.This paper described the composition modes,market participants,bidding modes and settlement modes of provincial electricity market in detail.For the problems existing in the provincial power grid such as insufficient frequency modulating capacity and difficult to settle reactive power,etc.,this paper gave an ancillary service settlement mode.Through fair and equitable settlement mode, the generating sets were encouraged to join the frequency regulation and voltage regulation.The results of calculation example,in which the typical parameters of Guangdong provincial power grid are chosen to simulate the bidding process,show that the proposed transaction mode is feasible and is worthy of expansion.更多还原
