重大突发性水污染事件应对机制研究

【摘要】 建立科学、完备、有效的应对机制,对于防范重大突发性水污染事件的频繁发生,保护广大居民的生命健康、财产安全和生态环境具有重大意义。重大突发性水污染事件的应对机制是一个系统工程,包括预防与应急准备、监测与预警、应急处置和事后处理等多个环节或阶段。通过应对突发性公共事件的制度建设,把各种应对处置的具体事务合理分解到各个环节中去,确保不同环节之间的相互衔接和有效运行,是实现政府从容应对重大突发性水污染时间的基本保障。

【Abstract】 Establishing a scientific, comprehensive and effective response mechanism for preventing sudden major water pollution incidents occurred frequently, protecting the lives and health of residents, property and the ecological environment is of great significance. Sudden major water pollution incident response mechanism is a systematic project, including the prevention and emergency preparedness, monitoring and early warning, emergency handling and post-processing, and other aspects or stages. The establishment of unexpected events of the public system, through which dealing with the disposal of the various specific and reasonable to all aspects of decomposition to ensure that the interaction between the different segments of convergence and effective operation, is the basic security for government to handle sudden major water pollution incidents calmly.
