【摘要】 我国目前的排污许可证制度不仅实行的是主要以排污总量控制为目的的排污许可证制度,而且,既缺乏立法的规范与支撑,尚未规范化、程序化、具体化,又与其他制度之间存有冲突之处,未能满足加强污染物排放控制的需要,其实施效果不尽如人意,加强排污许可证立法,完善污染物排放控制具有十分重要的意义。尽快制定排污许可证条例,就排污许可事项做出全面规定,以保证排污许可证制度的依法施行。更多还原

【Abstract】 China establishes the system of pollutant discharge permit, taking the aim at total quantity control of pollutant discharge. The actual system of pollutant discharge permit is lacking in normative, procedural and reified measures. There are some conflicts between this system and other systems of pollution control. It cannot meet requirements in controlling of pollutant discharge. The result of execution is not as good as expected. It is a very important significance to strengthen the legislation of the pollutant discharge permit system and improve control of pollutant discharge. The regulations on pollutant discharge permit should be formulated as systematic overall provisions as soon as possible, to ensure the execution of the pollutant discharge permit system by law.更多还原
