【摘要】 我国目前的流域管理体制、机构设置和立法缺乏生态系统综合管理理念的指导,有关涉及流域管理事项的机构设置重叠、多头管理、多龙治水,现有的流域管理机构的性质和权限不足于实现综合统一管理的职能。这些都不利于我国流域生态系统的整体有效保护,导致一些流域生态环境形势依然严峻。因此,必须突破流域管理的旧有思想樊篱和管理模式,以综合生态系统管理理念为指导,创新管理体制,建立符合流域管理需要的新的组织机构和法律制度框架,促进流域内人与自然和社会经济的可持续发展。更多还原

【Abstract】 The management pattern ,organization establishment and legislation of China’s present basin are lack of guidance of idea of Integrated Ecosystem Management . Basin management issues related to the institutions are overlap, multiple management, multi-dragons to regulate water. The existing institutions and the nature of authority is not sufficient to achieve Integrated management functions. These are not conducive to China Basin ecosystem as a whole effective protection, resulting in some valley ecological environment situation is still grim. Therefore, we must break through basin management of the old mode of thinking and management of fetter to innovate the system of management, to establish a new organizations and agencies and the legal system framework which conforms to the needs of basin management under the guidance of idea of Integrated Ecosystem Management ,to promotion the sustainable development of human, nature ,social and economy in the basin.更多还原
