【Abstract】 Shannxi Province is rich in mineral resources. But there are many problems in exploitation and utilizing of mineral resources. It’s just a way of unsustainable development. Circular economy, which is an advanced pattern, is the best way to realize the sustainable exploitation and utilizing of mineral resources in Shannxi Province. Shannxi Province should develop high technology and circular economy in mining industry, protect environment at the same time of exploiting mineral resources and reinforce the legislation and administrative management.
