【摘要】 能源是国民经济发展的命脉,其供应的安全及污染的控制直接影响到我国全面建设小康社会的实现。我国是农业大国,没有农村的小康,就没有全社会的小康。当前,本届政府已正式提出了建设社会主义新农村战略,这对能源建设提出了新的、更高的要求,同时对我国的能源立法产生重要的影响。本文以此为切入点,在分析现行能源立法在推进新农村建设中存在的诸多问题的基础上,探讨如何进行完善,这在当今具有极为突出的现实意义。更多还原

【Abstract】 The energy is lifelines of the national economic development, whose supply security and the pollution control has the direct influence on constructing moderately prosperous society in our country. Our country is a large agricultural nation. If the countryside couldn’t achieve the prospers, the entire society couldn’t achieve prospers either. Now, this government has officially proposed the strategy of constructing socialism new countryside, which has put forward newer and higher request to the energy construction, at the same time it has the important influence on the energy legislation in our country. From this view, the article analyzes the insufficiency existed in the present energy legislation, on this base, it has discussed the perfect measures, which has the prominent practical significance nowadays.更多还原
