【摘要】 将新公共管理绩效评估的理念运用于公共危机管理之中,通过部门组织绩效的测定,确定公共危机管理的绩效水平,为绩效改进提供决策依据．综合DEA 模型的导入,提供了评定组织“输入”和“输出”相对有效性的办法,解决了组织“拥挤”效应和绩效指标难以综合的问题．选用综合DEA模型中的FG模型,研究了美国公共危机管理的绩效,确认了方法的信度,提供了今后中国公共危机管理的可行测量工具．更多还原

【Abstract】 Puts the concept of new public management into emergency management. The measurement of organization performance can set the level of emergency management, which provides foundation for performance improvement and decision. The comprehensive DEA model is easy to evaluate the comparative utilities of input and output,solve the problem of the crowding-effect and the difficult of performance benchmark integration. One of the comprehensive model calls FG models is being used to assess the performance of emergency management in United States. The result is so encouraging that the new way could come into practice in China.更多还原
