【摘要】 以城市震害预测信息管理与辅助决策系统、北京首都机场突发性灾害事件应急管理、基于网络短信息技术的灾情信息快速获取平台为例,介绍了信息技术 (GIS、RS、GPS、通讯技术等)在突发性灾害风险评估与应急管理和救援行动中的应用,包括基于信息技术的应急救援相关信息管理、灾前突发性事件的灾害风险评估、灾后应急救援快速响应和救援行动的决策等．高分辨率卫星影像数据是灾区灾情快速获取、评估和为灾害现场救援提供快捷的灾情分布、救援决策建议的重要手段;基于地理信息技术的城市震害预测信息管理与辅助决策系统为城市应对地震灾害提供了决策依据．实例分析表明,信息技术(GIS、RS、GPS和通讯技术等)是突发性灾害风险评估与应急管理和救援行动的重要保障．更多还原

【Abstract】 Introduces some applications of information technology in disaster risk assessment and emergency management, such as the city seismic disaster estimating information comprehensive management system by GIS,the Beijing capital airport emergency management system based on high resolution satellite image, and the disaster information fast collecting system based on internet SMS (short message service) flat. GIS tech. and high resolution satellite images can be applied in risk assessment, emergency management and SAR decision-making. Case studies above show that GIS,RS and SMS will make an important role in disaster risk assessment, emergency management and search and rescue decision-making.更多还原
