【摘要】 建设草原火灾风险管理系统是新形势下草原火灾管理的必要手段．论文从系统设计的角度出发对系统的整体方案设计进行分析,基于GIS技术与自然灾害风险评价理论,提出了一套切实可行的系统设计方案．系统功能围绕草原火灾监测预警、草原火灾危险评价、应急反应等核心功能展开设计,包括数据采集、草原火灾监测与快速预警、草原火灾风险评价模型管理模块、草原火灾风险评价模块、应急信息发布模块、统计、报表、专题制图模块等六个功能模块．本系统可为草原火灾管理部门提供动态监测信息和决策支持,是草原火灾风险管理与应急指挥的实用化工具．更多还原

【Abstract】 Under new condition, it is a necessary measure to build the risk management system for grassland fire disaster. The paper analyses the design scheme of the system on the requirement of design, bring forward a feasible design scheme based on the GIS and nature disaster risk assessment theory. In this paper,the author discusses the application of B/S&C/S structure in the system. The function modules of the system were designed around grassland fire disaster pre-warning monitoring, grassland fire disaster risk assessment and emergency response system. The risk management system for grassland fire disaster is composed of six main function modules including data collection module, grassland fire disaster pre-warning monitoring module, grassland fire disaster risk assessment models management module, grassland fire disaster risk assessment module ( spatial analyses module) , emergency response information distributing module and statistical information/table/map output module. The system can provide quick, dynamic information and technique support for decision-making department. It’ s a utility tool for grassland fire disaster management and emergency response.更多还原
