【摘要】 准入规制对自然垄断产业技术创新的影响依据其类型而不同。与竞争性市场相比,进入规制对成本节约的I型技术创新不产生特别影响,但对创造产品需求的II型技术创新产生抑制作用。另一方面,I型技术创新对既有的准入规制有一定的强化作用,而II型技术创新通过刺激需求, 改变原垄断行业的自然垄断特征,会导致放松规制。对移动通讯业与治污行业的实证研究支持了上述论断。更多还原

【Abstract】 Entry regulation has a different effect to the technical innovation in natural industry. Comparing to competition market, entry regulation haw no special effect to technical innovation I(cost decreasing ), but it will prohibit technical innovation II (creating products demands), however, technical innovation I will strengthen the existing entry regulation, and technical innovation II will result in deregulation by incensing demand and changing the natural monopoly characteristic of the industry. They are proved by experience of mobile telecommunication and the sewerage-treating industry.更多还原
