【摘要】 两大石油集团既是企业又像政府,让这个行业长期以来针插不进、水泼不进。改革开放20多年来不但垄断没有打破,反而强化了他们的垄断地位,使他们有可能变成改革进一步深化的阻力。本文从分析反垄断申反行政垄断部分入手,剖析了石油产业的垄断现实,论述了反“油垄断”的必要性及重要性。用事实及案例说明了石油系统垄断的危害和弊端,提出了瓦解石油垄断体系的垄断任重而道远,并进一步提出要打破石油寡头垄断格局不仅需要开放竞争,完善市场体制,还需要国际出台有效的反垄断法遏制垄断势力的进一步扩张并且从体制上根本解决石油系统的现存问题。更多还原

【Abstract】 Two big petroleum groups not only are the enterprise but also like the government, lets this profession needle not be able to insert, the water since long ago cannot sprinkle. Reform and open policy for more than 20 years not only has not broken the monopoly, instead strengthened their monopoly status, enable them to have the resistance which the possibility turns reforms further deepens. This article analyzed from the counter- administrative monopoly of the counter- monopoly partially to obtain, analyzed the petroleum industry monopoly reality, elaborated the necessity and importance of the Counter-monopoly to "the oil antimonopoly" . Showed with the fact and the case the petroleum system monopoly harm and the malpractice, proposed disintegrates the petroleum monopoly system the monopoly to be shoulder heavy responsibilities, and further proposed that break the petroleum oligopoly pattern not only to need to open the competition, perfect market system, but also needs international to appear the effective antimonopoly law containment monopoly influence the further expansion and from the system the basic solution for the extant questions of the petroleum system.更多还原
