【摘要】 在巨灾风险管理中,政府与市场的作用都不可缺少,政府干预的目标与干预程度,直接影响到管理的效果。本文首先阐述政府参与巨灾风险管理的理论基础,对我国政府参与巨灾风险管理中职责的不明确其原因进行分析;比较国际上成功与失败的巨灾保险计划;提出我国政府在巨灾风险管理中的角色:主持制定管理计划和相关的立法工作;指定专门部门,承担协调各灾害主管部门的关系;财政支持建立巨灾风险基金,扮演再保险人的角色参与损失分担;建立巨灾风险分担机制,明确各主体的责任。更多还原

【Abstract】 In the management of catastrophe risk,the necessity of government intervention and market are justified by their direct effectiveness.This article offers the theoretical foundation for government interventing the management of catastrophe risk Then it analyses the reason why the duty of government interventing the management of catastrophe risk is not definite in our country.This paper offers the factors that lead to the failure or success of international catastrophe insurance plans.At the end of the article,the author points out that the role of Chinese government in managing catastrophe risk should be:planning administrative measures and relevant legal provisions;appointing the department in charge of harmonizing all the sectors involved;fiscal support for establishing catastrophe risk fund;reinsuring and risk sharing;establishing the sharing mechanism of catastrophe risk by specifying the responsibility of all the parties.更多还原
