中国退耕还林工程驱动下的滇西南中低山盆谷区近八年土地利用变化研究——以潞西市为例

【摘要】 应用GIS技术,基于潞西市2000年和2008年土地利用现状数据库,对潞西市2000~2008间的土地利用变化进行测算和统计,并进一步分析退耕还林工程对土地利用的影响。结果表明:①近8年来,潞西市总体上呈现农用地和建设用地面积增加、未利用地面积减少的基本特点。具体而言,园地、城乡建设用地和交通水利及其他建设用地面积呈大幅度增加,这与潞西市的经济发展趋势和农业结构调整政策相符;林地略有增加;荒草地、裸地面积呈大幅度减少;耕地和水域滩涂亦明显减少。耕地中,除坡地面积有所增加外,平田、梯田、水浇地、平旱地、梯地、轮歇地都呈不同程度的减少,尤其以平田和梯田减少量较大。②潞西市2000~2008年各个地类间的相互转化集中体现在耕地、园地、林地和荒草地之间的相互转化,其中又以耕地和林地之间、林地和荒草地之间的转化为主。③潞西市在实施退耕还林工程的同时,也存在突出的毁林开荒问题。2000~2008年耕地退为林地、园地和荒草地的面积合计达19661.07hm~2,其中耕地退为林地13559.64 hm~2;而同期林地转为耕地的面积达12634.25 hm~2。这种一边实施退耕还林、一边又大量毁林开垦的现象应当引起重视。④潞西市2000~2008年间退耕还林工程实施中实际退耕的<25°耕地达18713.96 hm~2,占总退耕面积的95.18%;而退掉的>25°陡坡耕地占总退耕面积的4.82%。也就是说,95%以上的退耕地均为<25°耕地,其中<2°平耕地退耕794.00 hm~2,超过总退耕面积的4%。

【Abstract】 By applying GIS technology and based on the land use status quo database of Luxi City in the year of 2000 and 2008,this paper has estimated and summed up the land use changes of Luxi City from 2000 to 2008 and further analyzed the impact on land use by the project of converting farmland to forest.The results are as follows.(1) In the last eight years,the areas of agricultural land and construction land of Luxi City had increased and the area of unused land had decreased.More specifically,the areas of garden plot,urban and rural construction land,land for transport and irrigation,and land for other constructions had increased by a large margin.This is closely related to Luxi City’s economic development trend and policy on agricultural structure adjustment.The area of woodland had slightly increased;the areas of waste grassland and bare land had decreased by a large margin;and the areas of farmland,water body,and mud flat had also decreased obviously.Of the farmlands,except the slope land had increased,the flat field,terraced field,irrigated land, flat dry land,terraced land,and fallow land had all decreased,especially the first two.(2) The land variety transformation in Luxi City from 2000 to 2008 happened mainly among farmland,garden plot,woodland,and waste grassland,especially between farmland and woodland and between woodland and waste grassland.(3 ) While implementing the project of converting farmland to forest,deforestation for farming had been rampant in Luxi.From 2000 to 2008,some 19,661.07 hm~2 of farmland had been converted to woodland,garden plot, and waste grassland,of which,13,559.64 hm~2 was converted to woodland.In the same period,however, some 12,634.25 hm~2 of woodland had been transformed into farmland.We should pay great attention to such phenomenon that while some farmland being converted to woodland,large amount of woodland is destroyed for farming.(4) During the project of converting farmland to forest in Luxi City from 2000 to 2008,some 18713.96 hm~2 of the farmland on slopes of below 25°had been converted,accounting for 95.18%of the total converted farmland.The area of the converted farmland on steep slopes of over 25°accounted for 4.82%of the total converted farmland.In other words,over 95%of the converted farmland was on slopes of below 25°. Of it,some 794.00 hm~2 of the flat farmland on slopes of below 2°had been converted,exceeding 4%of the total converted area.
