【摘要】 在动物卫生管理中,风险决策和不确定性无疑是很重要的,它取决于决策的制订和措施的执行。通过为什么要构建动物卫生风险管理机制,建成怎样的管理机制,该管理机制又应如何建成的阐述;提出动物卫生管理决策的基本步骤,动物卫生管理资源的合理配置与经济学评价;通过相关资源的合理利用和调配,以及它对动物卫生管理机制形成的影响、畜禽疫病防治投资成本效果分析、动物卫生管理技术经济指标体系评价,进一步提出动物卫生管理过程中资源合理配置的数据模型,提高动物卫生和食品安全预警能力和防控水平,促进动物及其产品的国际贸易。为建立中国有效的动物卫生风险管理及风险预警机制,提高重大动物疫病防控和动物源性食品安全管理决策水平提供科学依据。更多还原

【Abstract】 In the animal health management,risk decision and uncertainty is undoubtedly important,it depends on the decision-making and implementation of measures.Why should we build the animal health risk management mechanism,what kind of management mechanism should be built,and how to built it? This paper mainly proposed basic steps of animal health management decision-making,animal health management reasonable allocation and economics evaluation;formation of animal health management mechanism;improvement of the existing risk management mechanisms;investment in cost-effectiveness analysis of animal disease prevention and control;economic indicators of animal health management; further proposed the data model of resources allocation in animal health management process to improve animal health and food security early warning and prevention and control levels,and to promote international trade in animal products.This paper might provide a scientific basis for enhanceing the prevention and control of major animal diseases and animal-derived food safety management,aim to establish China’s effective animal health risk management and risk early-warning mechanism.更多还原
