我国事业单位公开招聘考试的现状与挑战——全国省地人事考试中心调查

【摘要】 依照原国家人事部2006年1月1日颁行的《事业单位公开招聘人员暂行规定》,除了特殊岗位外事业单位新进人员都要进行公开招聘。自此,各地事业单位先后都开展了招聘考试,这些考试在考试内容、考试方式、考试时间、以及受考生欢迎程度等方面都千差万别。为此,在2011年2-3月对全国141家省级、地市级考试中心进行了事业单位公开招聘考试的现状调查。调查涵盖了北京、上海、广东、江苏、山东等经济发达的地区,也有中西部地区,如四川、陕西、青海、西藏等省市。调查了解了事业单位考试开展的现状以及面临的挑战,例如,事业单位公开招聘考试总体上考试场次和参与人数都逐年增加,教育、卫生两个行业提供的考试最多,依赖笔试但考试内容总体上比较全面,现有考试的内容与公务员考试存在很大雷同,社会对考试内容存在比较大的分歧意见,考试亟待规范,考试技术水准有待提高等等。
【Abstract】 According to the Provisional Statute for Public Recruitments of Personnel for Government-sponsored Non-profit Institutions,enacted on Jan 1,2006 by the Ministry of Human Resources and Social Security of the People’s Republic of China,any government-sponsored non-profit institutions(GSNPI)have to implement public recruitment for new comers with the exception of special positions.Since then all levels of GSNIs have adopted various kinds of open public tests to hire new employees,and those tests differ in content,modes,time,and popularity.A national survey was carried out in the 1st half of the year 2011 covering 141 provincial and municipal personnel examination centers located both in economically developed areas such as Beijing,Shanghai, Guangdong,Jiangsu,and Shandong and in economically under development areas such as Sichuan,Shanxi,Qinghai,and Tibet.The results reveal the status quo and the challenges of the tests for the GSNPI open public recruitment,including many facts such as increasing yearly number of test sessions and examinees,both education and health industries with the biggest number of examinees, heavy reliance on paper-and-pencil tests,quite similar test content to the tests for civil servants,various and fiery comments for GSNPI tests,imperative need for standardized administrations of GSNPI tests,improvement need for the technical level of GSNPI tests,and et al..
