【摘要】 社会关系的本质是利益关系.为弥补传统系统方法论处理社会关系的不足,本文提出一种新的系统方法论——共赢方法论.传统系统方法论以辅助决策者为己任,主要以提高决策的科学化水平为目标,而共赢方法论既辅助决策者,也辅助利益相关者,特别是支持弱势群体的民主参与,进而实现决策科学化与民主化的互补与整合,并通过创造性地探索共赢方案,最终实现所有利益相关者共赢的决策目标.首先介绍共赢方法论提出的背景,分析了共赢概念并阐述共赢目标何以能够实现的理论依据,然后重点讨论共赢方法论的基本思路,以及其在公共政策制定中运用的逻辑程序和组织模式.更多还原

【Abstract】 In this paper,all-win methodology,a systems approach to dealing with social interest conflicts in policy making is proposed.Contrasted with the prevailing systems approaches which mainly aim to support decision makers and to promote scientific decision making,the all-win methodology emphasizes providing supports not only for decision makers but also for stakeholders,especially weak groups,which pursues an integrated goal of both scientific and fair.The paper introduces the background of the new methodology,and analyzes the notion of all-win and why all-win can be possible,then outlines the basis ideas,procedures and organizational scheme of the methodology,with which creative all-win solutions may be achieved.更多还原
