【摘要】 安全饮用水和环境卫生服务自2002年在中国采取独特的"三位一体"模式,使其成为兼具小型基础设施建设、初级卫生保健、生态保护等多维属性的农村社区公共产品。在贫困内涵不断拓展、贫困特征发生改变、扶贫政策由经济收入方式向福利服务方式转变,由宏观化、国家化、无差别化转向社区化、微观化、综合化、个体化转变的背景下,本文选取阿坝洲进行实证研究,以基本公共卫生服务重要组成——安全饮用水和环境卫生服务为研究对象,将环境、健康纳入减贫困分析框架;对2009年"阿坝州特殊贫困片区千村万户扶贫调研"5637份有效问卷进行处理;研究指出阿坝州在农村饮用水脱贫方面取得显著成就,但卫生设施和清洁能源的使用仍处于十分落后的阶段。牧区和藏族的状态相对落后一些。政府的反贫困政策,还需在卫生设施和清洁能源的普遍获得方面加大扶持力度。更多还原

【Abstract】 Safe drinking water and sanitation services in China since 2002,to take the unique "Trinity" mode,making it public goods multidimensional attributes of both small-scale infrastructure construction,primary health care and ecological protection in rural communities. Continue to expand in poor connotation poverty characteristics change,pro-poor policies to the transformation of the way of welfare services by way of income,turned to community-based non-differentiated macro,nationalization,micro integration,the background of the individual transition,Aba Island is selected to conduct empirical research,an important component of basic public health services - safe drinking water and sanitation services for the research object,the environment,health into less poverty analysis framework;2009 "of Aba Prefecture special poverty Area Chimura ten thousand pro-poor research "5637 valid questionnaires for processing;study pointed out that the Aba Prefecture made remarkable achievements in the drinking water out of poverty in rural areas,but health facilities and the use of clean energy is still in a very backward stage.Pastoral areas and the Tibetan state is relatively backward.The government’s anti-poverty policy,the need to increase efforts to support universal access to sanitation and clean energy.更多还原
