【摘要】 重特大灾害突发事件应急管理与决策,由于涉及大规模和高复杂性异种决策群体,是一个多属性的复杂大群体决策过程。根据应急决策过程中专家意见冲突性的特点,首先对大群体偏好聚类,其次在定义基于偏好矢量的与理想方案的贴近度和基于偏好冲突矢量的与理想方案贴近度的基础上构造基于冲突的多属性多方案应急决策方法模型。为多属性复杂大群体应急决策问题提供依据,最后通过一个算例对方法进行了验证,具有实际应用意义。更多还原

【Abstract】 Major emergency management is a multi-attribute and multi-scheme complex large group decision-making process as it involves large-scale and highly complex heterogeneous decision group.According to characteristics of conflicting opinions of experts in emergency decision-making process,we first clustered preference for large groups,and then constructed a multi-attribute and multi-scheme emergency decision-making model after the definitions of application degree to ideal solution based on the preference vector and application degree to ideal solution based on conflict preference vector.This method provides a basis for the multi-attribute and multi-scheme emergency decision-making problem for complex large group.Finally,an example verified the method.It has practical significance.更多还原
