【摘要】 中国电子政务的建设正面临着职能转变、公共服务、资源整合以及协调机制等四大命题。在这类电子政务系统的规划与设计中,最关键的问题是政府部门合规管理协调通用规则的建立和资源共享逻辑的设计。本文应用混序组织的原理和管理模型,对此类复杂型电子政务合规管理系统建立的过程方法、资源共享逻辑的设计等进行了系统分析,并构建了一种基于混序组织原理的政府合规管理电子化服务模型,以期为政府部门构建服务体系改进工作机制探索一条有效可行的技术路线和实践途径。更多还原

【Abstract】 China E-Government construction is confronted with the four topics in function changes,public services,resources assembly and agreement mechanism.In this kind of E-Government system plan and design it is the most important problem to establish the common rules of the compliance management and coordination mechanism,and to design the resource sharing logic among the government departments.This paper takes advantage of Chaordic Organization’s theory and management model for the system analysis about the process method which apply to construct compliance management systems and to design the resource sharing logic of those complex E-Governmen systems.And we also construct a electronic service model for the government compliance management based on Chaordic Organization’s theory.更多还原
