【摘要】 研究目的:分析国家重点项目建设在经济发展过程中面临的耕地保护和占补平衡问题,为实现耕地占补平衡提供新思路。研究方法:实例分析和比较分析方法。研究结果:通过对国家重点建设项目用地特点及其与耕地保护之间关系的分析,得出影响国家重点建设项目实现耕地占补平衡的主要原因为:客观方面自然资源限制、管理方面利益协调和激励机制滞后等;针对影响国家重点建设项目实现耕地占补平衡的因素,主要从构建参与主体利益协调和激励机制角度,和从建设资源集约利用机制角度缓解资源限制完善占补平衡工作秩序。研究结论:新机制的建立对于加强国家重点项目耕地占补平衡的约束和管理具有重要意义。更多还原

【Abstract】 The aim of paper is to provide new solution for balance of lost and increase of agrarian land, based on discussion about the land protection and complementarities. Methods of empirical study and comparative study are employed. It found that the cause affected the complementarities of agrarian land are the limitations of natural resource in angle of objectivity, and lag of mechanisms of negotiation and promoting in angle of subjectivity, through the study on the relationship of project construction and land protection. In order to address the issues, it suggested that to compose the mechanisms to harmonize to and inspirit the benefit partnerships, and to construct the mechanisms so as to use land intensively. The conclusion is it is significant to set up the innovating frame for the balance of lost and increase of infield land occupied by construction of national projects.更多还原
