【摘要】 国务院国办发[2006]47号文"关于加快煤层气(煤矿瓦斯)抽采利用的若干意见"、国土资发[2007]96号文"关于加强煤炭和煤层气资源综合勘查开采管理的通知",要求"先采气,后采煤",统筹规划,协调采气与采煤之间的矛盾,但在实际落实中存在许多技术难题及观念认识上的误区。本文根据煤炭生产建设的不同阶段,以及生产、基建、规划等井田实际情况,采用不同的煤层气开采方式与煤炭生产建设结合的方法,探索解决资源区域重叠,时间与空间交叉等问题。并针对目前存在的问题,提出从国家行政管理、政策调节、技术标准要求等方面加以指导和协调,促进其发展。更多还原

【Abstract】 Guo Tu Zi No.96 of 2007 issued the Notice on strengthening the comprehensive exploration of coal and coal-bed methane resources management,which calls for the overall planning of exploiting gas first and followed is the coal.The purpose is to coordinate the contradiction between gas and coal exploitation.But actually there are many technical problems and misunderstanding on concept in implementation.In this paper,for the different stages of coal exploitation,such as production,infrastructure,planning and so on,we work out the problems of overlapping resource areas and crossed time and space issues by combining different mining methods and production and construction methods of coal.更多还原
