【摘要】 运用我国《森林生态系统服务功能评估规范》关于森林固碳释氧、养水、固土保肥等生态经济效益的评估办法和相关的官方统计数据对我国木材工业用材林生态经济效益作计算分析的结果表明:2008年我国木材工业直接和间接产生的林木生态经济效益达1.22万亿元以上。木材工业所产生的林木生态经济效益及其对国家经济、生态甚至政治、社会的贡献为钢铁、塑料等矿产依赖型材料产业所远不及,应该得到社会的广泛认知。进而建言:林木生态经济效益应该投放到国家的经济运作机制包括行业评价中去;木制品及其原料林木的固碳经济价值可用作国内外的碳交易;国家可通过积极推行木质材料的生产和使用、开征碳税甚至生态税并直接回流到生态经济效益产出者等政策来促进木材工业及其林木生态经济效益的可持续发展和多林地区社会经济的发展。更多还原

【Abstract】 Results from the calculations quoted from Chinese "Standards for Evaluation of the Service Function by Forest System" on estimating the benefit from carbon fixation, oxygen releasing, water conservation, soil keeping and fertilizer preservation and the statistics from the relative authorities indicated that the ecological economy benefit directly or secondly from China wood industry in 2008 reached 1.22 trillion RMB Yuan already. This benefit with the contributions to the national economy and ecology and even politics and society, is incomparable with those material industries such as steel or plastics that relying on the minerals without any ecological benefit, as should be understood by the whole society. Based on those conclusions, such suggestions were put forward as putting the ecological economy benefits into the national economy activities including the evaluation of a industry, making use of the value from carbon fixing of wood products and timber forest for both domestic and international carbon trade, carrying out necessary policies including pursuing more wood products, levying the carbon tax even the ecology tax to compensate the benefit producers directly so as to promote not only the sustainable development of wood industry with more ecological economy benefits but also the social and economy development in forest areas.更多还原
