【摘要】 本文从履行国际公约和国内法律法规的角度出发,结合我国金融危机影响下停业船舶的现状,针对目前停业船舶停泊安全与防污染管理中存在的问题,提出停业船舶停泊安全与防污染管理标准制定的必要性及建议,确保湛江辖区停泊船舶及周边水域的安全与环境不受污染,顾及船东的合法权益,充分体现以人为本、和谐发展的服务型政府的良好氛围,促进湛江航运经济可持续发展,体现海事卓越服务水平。更多还原

【Abstract】 From the perspective of the implementation of International Convention,and national laws and regulations,combining the situation of the"lay up"vessels under the impact of financial crisis,and also according to the present problems in the management for safety and pollution prevention for"lay up"vessel,the article claims the necessity and proposes some advice for the establishment of Management standard for safety and pollution prevention of"lay up"vessel,in order to ensure the safety and pollution prevention for the Zhanjiang’s"lay up"vessels and their water surroundings,consider about the legitimate rights and interests of the owners,fully embody the favorable atmosphere of people-oriented and service-oriented government with harmonious development, and promote the sustainable development of the Zhanjiang’s shipping industry,and embody the excellent maritime services.更多还原
