【摘要】 近年来大江大河水电开发的生态环境及社会影响受到广泛关注,其中社会影响的定性与定量评价处于不断研究与探讨阶段。本文选择怒江中下游干流水电规划开发河段为评价区域,以受水电开发影响的"人文对象"作为评估对象,识别、评价水电开发影响区内的关键人文对象及其对水电开发的敏感度,其主要结果有:区域内涉及文物保护对象、历史文化名城名镇名村、风景名胜区、A级景区、特色小镇、传统村落、非物质文化遗产共7类关键人文对象;按5级敏感度划分;以人文对象的重要性、人文对象分布特征、各乡镇中心点距干流河流高差3种情景,分别评估影响区域内各情景下不同敏感级别乡镇分布结果:利用权重打分法并以高差为约束条件,综合判识出研究区内分别有1个、7个、10个、3个和14个乡镇位于极高、高度、中度、轻度和潜在敏感区内。以上结果可成为水电开发社会影响评价的组成部分,服务于水电开发的电站规划与布局,促进可持续水电的实现。更多还原

【Abstract】 In recent years,dam’s ecological,environmental and social impacts on the large rivers are given more attention,and the social impacts assessments are getting more and more focused on.In the paper,the middle and lower reaches of the Nu River where the planned dams are located is chosen as the research area,and "the humanistic objects" affected by the dams is as the research object,the key humanistic objects and their sensitivities are indentified and assessed,the main results are:there are seven key humanistic objects which include Cultural Relics,Historical and Cultural Cities,Towns and Villages,Scenic Resorts,A-Grade Scenic Spots,Unique Town, Traditional Villages,Non-material Culture Heritage.According to the important degrees,the regional distribution of the objects,and the altitude differences between the objects and the nearest point of the main stream,the concerned townships where the objects are located on as the units are assessed in 5 sensitive degrees,the final result shows that the Pihe Township is at the highest sensitive level,seven towns at the high level,ten towns at the middle level,three towns at the lower level,14 towns at the lowest level.更多还原
