【摘要】 矿产开采造成耕地损害问题引起社会日益重视,成为政府关心的重点、学者研究的热点。本文基于福利分析视角,以江苏徐州为例,按照"理论分析—对象界定—额度测算"的逻辑主线,就矿区耕地损失补偿问题进行深入探索。结果表明:第一,理论分析判断,矿产资源开采具有明显的负外部性。即开采造成的资源生态环境破坏大都转嫁给整个社会,由社会上的其他成员(尤其是附近居民)分担,其结果造成社会总福利下降。第二,实证结果表明,徐州耕地资源的综合福利价值为944万元/hm~2,其中经济福利价值为593万元/hm~2,占综合福利价值的62.85%,非经济福利价值为351万元/hm~2。第三,补偿分配显示,徐州煤炭开采过程中,每损害1hm~2耕地资源,应该补偿给农户的经济福利和生活保障福利价值之和为798万元,占总福利价值的84.57%,而补偿给国家的社会稳定和生态福利价值之和为146万元。以上结论能够为矿区生态补偿提供科学依据和定量参考。更多还原

【Abstract】 The problem of cultivated land damage caused by the mineral mining is becoming more and more attention of society which becomes the focus of government and the hot topic of scholars.Based on the perspective of weKare analysis,we take the Xuzhou city for example and in accordance with the logical thread of the theory analysis-an object defined-the size calculated,we give the further exploration on the compensation of cultivated land loss in mining area.The result indicated that:firstly,mineral exploitation has significant negative externality according to the judgment of the oretical analysis.The destruction of resource and ecological environment which caused by the exploitation shifting to the whole society mosdy.but shared by other members,especially the residents nearby.Secondly,the empirical result shows that the comprehensive welfare value of cultivated land in Xuzhou city is 9.44×l0~6yuan per hectare,which the economic welfare value is 5.93×l0~6 yuan per hectare’ account for 62.85%of whole value and the non-economic welfare is 3.51×l0~6 yuan per hectare.Thirdly,the compensation distribution shows that the whole value of life guarantee welfare and the economic welfare value which the farmers should be compensated is 7.98×l0~6 yuan for every damaged 1 hectarecultivated land in Xuzhou mining exploitation,which account for 84.57%of whole value.Meanwhile,that the country should be compensated is 1.46×l0~6 yuan.The above conclusion can put forward scientific basis and quantitative information for the compensation of ecological in mining area.更多还原
