【摘要】 农村土地整治,以土地整理、复垦、开发和建设用地增减挂钩为平台,不仅综合了节约集约用地、改善农村面貌、加强农业基础设施建设、改善农民生产生活条件、促进农民增收,还涉及产业结构调整、农业产业化发展、城乡统筹发展等工作,是当前国土资源领域研究与实践的热点。农村土地整治工作在取得成绩的同时,也存在强拆强建违背农民意愿、过度使用工程措施影响生态环境等问题。本文在探讨土地整治内涵与任务、总结我国土地整治发展历程的基础上,探讨我国农村土地整治中面临的一些社会与生态问题,并提出解决问题的思路,以期对我国正在进行的土地整治工作有所裨益。更多还原

【Abstract】 With the measures of land regulation,reclamation and exploitation,and by achieving changes balance by reducing the construction land area in rural area while increasing it in the city area,rural land consolidation is a comprehensive project which achieved land saving and intensive use,improved the appearance of rural areas,strengthened agricultural infrastructure construction,improved production and living conditions of farmers,increased the farmer’ s income.Rural land consolidation,also related to the adjustment of industrial structure,development of agricultural industrialization and balance of urban and rural development,is the core area in land resource research and practice.In the current practice of land consolidation in China,many problems,including social and ecological,were caused by some inappropriate measures in the land consolidation project,such as make the farmers live in the buildings of two or more storeys against their wishes,excessive and improper style engineering measures witch influenced the ecological environment.With wishes to Chinese ongoing land consolidation benefits,in the paper,the connotation and task of land consolidation is discussed,the history of rural land consolidation in China is summarized,the main problems,including social and ecological problems,in the rural land consolidation,is put forward and the solution is discussed.更多还原
