【摘要】 我国社会经济发展中的诸多问题都与土地资源的稀缺和冲突相关,必须在科学发展观的统领下制定新的土地资源管理战略来解决这些问题。本文提出统筹城乡协调发展,统筹城市化、工业化用地与粮食安全用地,统筹区域协调发展,统筹可持续性与当务之急,统筹经济与社会协调发展,统筹人与自然和谐发展,统筹宏观调控与市场机制,统筹土地规划、城市规划、区域规划、国土规划等的土地资源管理战略及其实施关键。更多还原

【Abstract】 Many problems in social and economical developments of China are related to the scarcity and conflicts of land resource.In order to solving these problems,the strategies of land resource management should be innovated based upon the ideology of scientific development.This paper argues that the new strategies of land resource management should involve governing urban and rural developments as a whole,governing land uses for urbanization and food security as a whole,governing developments of various region as a whole,governing sustainability and urgent affairs as a whole,governing developments of economy and society as a whole,governing the harmony of human development and natural conservation as a whole,governing the social regulation and market mechanism as a whole,and governing land use planning,urban planning,regional planning and territorial planning as a whole.The implementation approaches are also put forward.更多还原
