【摘要】 对西方世界由农业社会向商品经济和市场经济转变过程中社会保障制度的变迁考察,给我们提供了值得借鉴的重要经验,社会保障是市场经济体系的重要组成部分,应该适应社会生产力和经济基础的发展。土地保障是同自然经济相适应的,却对商品经济的发展有阻碍作用,以社会化大生产为基础的市场经济要求建立现代社会保障制度。针对我国的具体情况来说,在农村继续强调家庭保障或者在农村社会保障问题上持不作为的观点都是欠科学的,家庭保障的实质是土地保障,其结果只能是阻碍商品经济在农村的发展。农村社会保障制度的建立和完善不仅迫在眉睫,而且应该坚持效率优先、城乡一体化原则,最终促进全国统一的社会保障制度的建立。更多还原

【Abstract】 Some worthy experiences are provided by the investigation of the social security in the changing process from the agriculture society toward the commodity economy and market economy in the western world,the social security is the important part of the market economy systems,which should adapt to the development of social productivity and economic base. The insurance of the land moderates natural economy mutually,but violates development of commodity economy,because market economy based on big production requests to build up modern society security systems.To the actual circumstance of our country,it is false to still emphasize the family security or not to change the present condition of social security in Village region,the nature of the family security is a land insurance that is baffling the commodity economy development in rural areas.To establish and perfect the rural social security system is urgent,and the principles of"give priority to efficiency"and"integration of urban and rural areas"should insist,so to promote the establishment of whole country social security system.更多还原
