【摘要】 中国经济已经进入重大转型期,宏观上支持中国长期增长的各项要素禀赋条件发生了新的变化。这些变化要求经济发展方式要从"要素驱动"转向通过技术进步来提高劳动生产率的"创新驱动"。经济发展方式转变创新驱动的内容包括:产业创新、科技创新、产品创新、制度创新、战略创新、管理创新和文化创新。转变经济发展方式的创新驱动机制就是以改善供给为实现路径,在政策导向上实现一系列的转型:在政策激励方面要实现从"投资激励"向"创新激励"的转变,在政策内容方面要实现从"科技政策"向"创新政策"的转变,在创新人才培育方面要实现从单一到多元的转变。经济发展方式转变的政策措施包括:积极培育新兴产业,大力推动产业创新;构建现代产业体系,全面推动结构创新;加强建设产学研体系,积极推动体制创新;优化创新创业环境,重点提升文化创新。更多还原

【Abstract】 China’s economy has entered a major transition,macro support in China’s long - term growth had changed in factor endowment conditions.These changes require the mode of economic development from the elements - driven steering to innovation - driven.Innovation - driven economic development pattern include:industrial innovation,technological innovation,product innovation,institutional innovation,strategic innovation,management innovation and cultural innovation.The innovation -driven mechanism in transformation of economic development is to improve the supply for the realization of the path in the policy orientation to achieve a series of transition:from policy incentives to investment incentives, from technology policy to innovation policy,from single to multiple changes.The transformation of the mode of economic development policies and measures include:actively cultivate new industries,promote industrial innovation;build a modern industrial system,promote structural innovation;strengthen the construction of production and research system,actively promote institutional innovation;optimize innovation and entrepreneurial environment,focusing on improving cultural innovation.更多还原
