【摘要】 针对近期社会热点——广电总局"封杀""BT"一事,本文用经济学的方法进行了层层深入的剖析。本文首先分析了"BT"技术的特点以及对社会福利的影响,提出了"BT"具有经济负外部性特点,尽管在短期使得文化传播范围扩大而能增加社会福利,但在长期会严重挫伤影视文化产业的投资积极性,从而降低了社会福利水平。本文从科斯定理入手构建了一套新的制度安排,并分析了在新制度下,"BT"技术对社会福利和影视文化产业的影响。得出交易机制不但可以消除"BT"的负外部性,而且还能将其优势与影视产业的特点相结合,从而在一定程度上提高社会总福利,并进一步促进电影产业的发展。更多还原

【Abstract】 In regarding to the hot issue——the Chinese websites which provided BT service were blocked by SARFT,this paper did a series of analysis with economics method.The analysis started with the characteristics of the technology-BT and the influence it produced to social welfare.Paper proposed BT being with negative externality.Although BT expanded culture dissemination so as to increase social benefit in the short run,in the long term,BT struke the film industry badly,thereby reducing the level of social welfare.Based on the thought of limited effect of compulsory administrative control and innocency of technology,the analysis selected Coase Theorem as the theory basis,constructed a new set of institutional arrangements,and analyses the impact of social welfare and film industry by BT under the new system.This paper proposed that market mechanism without intervention not only can eliminate the negative externalities from BT,but also merge the advantage of the technology together with the characteristics of the film industry,so as to increase social welfare,meanwhile boosting the development of the film industry further.更多还原
