【摘要】 四川藏区具有丰富的水电资源,水电产业也是四川藏区的主导产业、支柱产业之一,我国的能源战略赋予了四川藏区大力开发水电的历史使命。虽然水电被认为是清洁能源,但水电开发仍会带来一系列的生态环境问题,本文对四川藏区水电开发利用的生态环境问题进行了剖析。水电开发利用具有外部性,文章从代内、代际两个角度研究了水能资源开发利用的环境公平问题。构建了水电开发利用的生态补偿机制模型,系统分析了水电开发利用生态补偿机制的目标、原则、主体、客体以及补偿的途径与方式,采用生态系统服务价值法建立了水电开发利用的生态补偿机制。更多还原

【Abstract】 The Tibetan region of Sichuan Province is abundant in hydropower resources,and hydropower industry is one of the leading industries and/or pillar industries there.China’s energy strategy endows the Tibetan region of Sichuan Province with a historic mission to make great efforts to develop hydropower.Hydropower is considered as a kind of clean energy,yet the exploitation and utilization of hydropower will lead to environmental problems.And the environment problems in developing hydropower resources of Sichuan Province are analyzed.The development of hydropower resources has externalities.This paper studies the environmental equity in the exploitation and utilization of hydropower resources from the angle of within-generation and inter-generation.We set up the ecological compensation model for the exploitation and utilization of hydropower resources.The goal,principle,subject,object and the approach and mode for the exploitation and utilization of hydropower resources are systematically analyzed.Moreover,the ecological compensation mechanism is put forward based on the ecosystem services value.更多还原
