【Abstract】 Chang-Zhu-Tan urban agglomeration located in the east of Hunan,which connects north and south,joints east and west,it’s an important"crossroad"in China and have the advantage of east-west echo and north-south coordination.Chang-Zhu-Tan urban agglomeration is the social,economic,cultural,education and technology center in Hunan.To make Chang-Zhu-Tan urban agglomeration as the demonstration area of national resource-saving and environment-friendly society construction,the lead area of new industrialization,new urbanization and agricultural modernization in Hunan,the core growth pole of rising of central China and the modern eco-urban agglomeration with international quality.Main Innovations of Two-oriented Society Construction in Chang-Zhu-Tan urban agglomeration are as follows: eco-urban agglomeration with green heart;taking Xiangjiang River as the ecological corridor of Chang-Zhu-Tan urban agglomeration;playing strengths and avoiding weaknesses;paying attention to the coordinated development of urban and region;equally emphasis on development and controlling;developing cultural and creating industries;promoting the Two-Oriented Society System construction of Chang-Zhu-Tan urban agglomeration;promoting the new-type Industrialization,the new-type urbanization and the new rural construction;reasonable load and development threshold control of region;creating a Two-Oriented industrial system;creating a Two-Oriented cultural system;creating a Two-Oriented living system;create a Two-Oriented environment system;construct the emissions trading system of Chang-Zhu-Tan urban agglomeration.Chang-Zhu-Tan urban agglomeration should be constructed a green urban agglomeration and a Low-Carbon urban agglomeration.更多还原
