【摘要】 党的十七届五中全会制订了全面转变经济发展方式的一系列重大措施,对森林经营提出了更高的管理要求。按照低碳经济发展方向、充分考虑造成环境损害的各种复杂因素,融合森林碳汇管理思想的森林可持续经营可有效发挥林业应对气候变化作用。因此,应多角度思考森林经营的可持续性问题,探索纳入森林碳汇管理的新型森林经营模式、关键支持政策体系、构建社会公平和谐的森林经营机制,才能进一步完善我国森林可持续经营的目标体系、建设模式和管理机制。更多还原

【Abstract】 China’s Fifth Plenary Session of the Seventeenth CPC has developed a series of important measures to comprehensive change the way of economic development,which brings forward a higher management requirement to forest management.In accordance with the direction of low-carbon economy,full account of environmental damage caused by a variety of complex factors,forest sustainable management under the forest carbon sinks management can play effectively the role of forestry to address climate change.Therefore,the perspective should be more about the sustainability of forest management.Exploring the new forest management model under the forest carbon sinks management,and the key supporting policy to build equitable harmonious forest management mechanism are propitious to further improve the goal system, building models and management mechanisms of forest sustainable management.更多还原
