【摘要】 中国经济持续、快速和健康发展需要进一步的结构调整以提升产业结构,而实现这种调整需要有更高层面的人才储备。虽然普及九年义务教育为这种人才储备打下了很好的基础,但是我国高中教育的普及程度还不能适应经济结构调整的需要。本文通过国际比较和国内实证调查的结果,提出高中学费是影响我国农村普通高中普及率的一个主要因素,并建议采取多种方式解决高中阶段上学费用的筹措问题,最终实现免除农村贫困地区高中阶段的学费。更多还原

【Abstract】 The overall goal of this paper is to increase our understanding of the high school education at a time when China is facing challenge along its structural adjustment path.To do so,we take the following steps.We first provide a brief overview of the attainment in high school education in China.We find that educational attainment at the high school level is quite low in rural China.Secondly,we develop an education supply framework to argue that the low educational attainment in high school in China is mainly a problem of the level of tuition and fees in high schools.Thirdly,we add empirical evidence to our stance that the level of tuition and fees is the problem based on the data we recently collected around the world and our original survey on 1,100 students from one of China’s poorest provinces.We conclude with a call that—at least in poor rural areas—high school should be made free like it is in the rest of the world.更多还原
