【摘要】 应急管理中信息资源的管理机制可以从三个方面来构建:信息(应急管理中涉及的信息资源范畴)、用户(提供或使用这些信息资源的用户)、管理方式(对于信息、用户及权限的管理方式)。其中信息可以分为应急准备过程用到的信息资源和应急处置过程用到的信息资源两类,用户可以分为政府部门、应急指挥机构、专家三类,在管理方式中主要考虑的是如信息的报送、存储和共享机制等三个方面的问题。更多还原

【Abstract】 Information resource management mechanism in emergency response can be constructed from 3 aspects:information(the information that is included in the emergency response),user(the users that provide or use the information),management mechanism(how to manage the information,user and access control).The information resource can be divides into 2 classes:the information that is needed in the process of emergency preparing and emergency response,the users can be divided into 3 classes:the government branch,command center and specialists,in the management mechanism there are 3 emphasises: information reporting,information storage and sharing mechanism.更多还原
