【摘要】 为什么中小企业扶持政策效果有限?这是一个国际难题。本文从中小企业的"弱势循环"和扶持悖论出发,在有限理性和机会主义的前提假设下,以诺思的制度变迁行动集团模型为理论基础,以湖南中小企业的调查数据为基础样本,进行理论推演和统计分析,得出扶持政策效果受到企业和政府机会主义行为的双重干扰放大了扶持政策的偏差效应、单项扶持政策具有"弱有效性"和增加中小企业经营成本双重不良效果等结论,并依此对现行的"政出多门"、"抓大放小"、政府直接干预等政策倾向提出了质疑。更多还原

【Abstract】 Why are the effects of support policies for small and medium enterprises limited? This is an international difficult problem. Starting from the "weakness cycle" of small and medium enterprises and the support paradox, based on the assumptions of limited rationality and the opportunism, making the investigation data for Hunan’s small and medium enterprises the basic sample, this paper makes a theoretical deduction and statistical analysis, which have the results including the effects of support policies interrupted by the opportunisms of enterprises and governments to enlarge the deviation effect of support policy, the single support policy having double adverse effects of weak validity and increasing the operation cost of small and medium enterprises, and so on. Based on these, this paper put the questions for the present trend of policies coming from multi-departments, grasping big enterprises and abandoning small enterprises, government’s direct intervening, and so on.更多还原
