哈尔滨市应急后备水源分析和评价

【摘要】 城市水安全即是通过水资源的供需平衡保障城市的生命安全、经济安全、社会安全、生态安全及环境安全。哈尔滨市是黑龙江省政治、经济、文化中心,水安全保障对哈市城市发展尤为重要。通过梳理哈市城市天然水资源状况及供水现状,在水源地选取原则的约束下选取了三类水源地作为哈市应急后备水源,分别包括松花江干流地表水源、西泉眼水库地表水源及拟建地下水取水水源。在给出包括可供水量、水质、保证率、应急期、水源地安全、环境危害、经济成本七项指标在内的城市应急水源评价方法及其分析思路的基础上,以三类备选应急水源为例进行了评价,由结果可知,以拟建地下水水源作为哈市后备水源地在水量、水质、应急期和水源地安全上都有保障,同时经济成本较低,是最适合的后备水源,而其他两类地表水源次之。

【Abstract】 Urban water security is the protection of life security,economic security,social security,ecological security and environmental security of the city through regulating the balance between water supply and water demand.Harbin is considered as the political,economic and cultural centerof Heilongjiang Province,the water security of which is crucial to the city development.Based on analyzing the current situation of both natural water resources and water supply ability,constrained by the water sources selection principle,3 types of water sources are chosen to be the candidates of reserved emergency water sources of Harbin,which includes the surface water from the main stream of the Songhua River,surface water from the Xiquanyan Reservoir and 5 groundwater sources that have been planned to build.Then,a whole set of evaluation method and its analytical strategy has been brought out which consist of 7 evaluating indictors:water supply capacity,water quality,reliability of water supply,duration of incident event,the security of water source,environmental damage and economic cost.In addition,3 reserved emergency water sources are analyzed and assessed with this method.The results reveals that the planned groundwater sources can satisfy not only water quantity and quality but also fit to the duration of incident event and the security of water source.Meanwhile,the economic cost is the lowest.As a conclusion,compared to other 2 types of water sources,the planned groundwater sources are considered the best choice for the reserved emergency water sources in Harbin.
