【摘要】 建立保护区不单单是要保护生物多样性,还要达到科研、宣传、可持续发展的目的,因此,单一强调生物多样性的执法保护和社区发展都不能有效地达到保护区的管理目标。赤水桫椤国家级自然保护区位于贵州省黔北西部的赤水市,保护区始建于1984年,1992年升为国家级自然保护区,同年加入中国人与生物圈保护区网络,保护对象为桫椤等珍稀濒危动植物及其自然生态系统。保护区内共有3个镇、5个行政村、135农户,共518人,此外还有两个国有林场。在赤水桫椤国家级自然保护区成立的20年中,保护区得到了当地政府强有力的支持。到2004年底,国家环境保护总局、贵州省环境保护局、赤水市政府累计投入资金960万元,保护区的建设得到了当地社区以及相关机构的理解和支持。在生物多样性保护的前提下,促进社区经济的发展,开展多方参与的自然保护,是赤水桫椤国家级自然保护区进行有效管理、保护的策略,是体现以人为本、人与自然和谐相处的自然保护区管理的新型模式。更多还原

【Abstract】 Establishing a natural reserve does not only aim at biodiversity conservation,some other objectives should be included,such as scientific research,environmental education and sustainable development, and so on.Therefore,only stressing law enforcement or community development cannot achieve the goal of effectively managing the natural reserve.Chishui Alsophila Natural Reserve is located in Chishui City, northwest of Guizhou.Established in 1984,it was upgraded to the natural reserve of the national level in 1992,and joined in the MAB plan of China in the same year.The Alsophlia Spinulosa and its ecosystem are the main protected objects.There are three towns,five administrative villages,135 households and 518 people living in the natural reserve;besides,tow state-owned forest farms are located in it.For the past twenty years,the Chishui government has supported the natural reserve intensively.By the end of 2004,9.6 million RMB has been invested by the SEPA,GEPB and local government.The construction of the natural reserve has been supported by the communities within the natural reserve and other stakeholders.The economy of the communities should be promoted and the participation of multi -sectors in biodiversity protection should be fostered, which is the basis of the effective management of Chishui Natural Reserve.A new model has been es- tablished based on the guideline of multi-sector participation.更多还原
