【摘要】 目的建立基层预防保健所应急能力的综合评价方法。方法运用德尔菲法,确定应急能力评价的指标集,采用层次分析法建立指标体系的基本框架,计算各指标权重,采用加权线性和法建立综合评价模型。通过信度检验、方差分析和相关性分析对综合评价模型等级分类的信度和可行性以及所包含指标的独立性进行验证。结果确立基层预防保健所应急能力构成要素及评价指标体系,包括5个一级指标和24个二级指标,并提出了应急能力综合模型和评价标准。运用该模型评价的应急能力较强的预防保健所有6个,中等的13个,较差的6个。结论建立的综合评价模型可以较好区分基层预防保健所突发公共卫生卫生事件应急能力的强弱,具有较好的适用性和较高的可信度。更多还原

【Abstract】 Objective To establish a comprehensive assessment model on preparedness and response capability of emergent public health hazards in rural prevention and health care organizations.Method Delphi expert consulting method was used to set up evaluation index system on preparedness and response capability.Analytic Hierarchy Process was used to decide the weight of assessment indices,and weighted sum method was used to set up general assessment model and standard.Finally,we selected Zhongshan City as a sample to assess the general assessment model.Results We setted up elements and assessing index system on preparedness and response capability of emergent public health hazards in rural prevention and health care organizations,including five first level indices and 24 second level indices.The degree of ability to emergency response with 26 rural prevention and health care organizations was evaluated.Conclusion Assessment index system on preparedness and response capability of emergent public health hazards can distinguish between the strength of emergency response capability,and the index system was reasonable and believable.更多还原
