【摘要】 草原生态补偿立法是我国生态补偿立法的重要组成部分,相关理论研究以及我国政策和地方立法的实践为我国草原生态补偿立法提供了基础和可行性。本文认为,草原生态补偿立法应确立谁受益谁补偿原则、生态效益为主兼顾经济效益原则、分类管理原则,突出重点区域保护原则和国家补偿与市场补偿相结合原则。在草原生态补偿立法中明确补偿主体、补偿对象、补偿标准、补偿方式以及补偿资金监督管理等内容,以完善我国草原生态补偿法律制度。更多还原

【Abstract】 Grassland ecological compensation of legislation is an important part of compensation legislation system,the relevant theory,practical policies and local legislation for our country grassland ecological compensation legislation provides the basis and feasibility. It argues that grassland ecological compensation legislation should establish the principle of benefit and responsible,the principle of classification management and key regions,the principle of compensation for the combination of market principles. Compensation in the grassland eco-compensation legislation are the main object of compensation,compensation standards,compensation and supervision and management of compensation funds,in order to improve China’s grassland ecological compensation of legal system.更多还原
