【Abstract】 The special geological features and the dual combination of human factors, which lead to land desertification and soil erosion in the Loess Plateau region, become the most serious of the two main issues. Because there is no eco-development to find a suitable model, and the measures taken has not done enough to recognize the special legal status,so it did not receive good results. Various factors, I believe that governance should be the preferred option in the Loess Plateau is the development of eco-forestry, eco-forestry to enhance the legal system, focusing on the reform of forest tenure systems, highlight the forestry administrative law enforcement.更多还原
