【Abstract】 Realizing social harmony is human common goal and unremitting pursuing, ecological civilization is a new human civilization which fits for the harmonious society, harmonious society requests ecology civilization. Nowadays, the questions of resources and environment are very grim, in order to construct resource conservation and environment friendly society, ecological harmony must be emphasized, and the relations between human and nature must be respected greatly. The law is the regulator of social relations.
