【摘要】 广东省作为机动车拥有量全国第一的省份,城市道路交通问题如交通拥堵、交通事故、道路损坏、噪音等,相比其他省份要明显和突出,城市间道路交通安全风险也更高。本文针对城市道路交通的安全风险,应用综合应急管理中的监测与预警理论,分析了城市道路交通安全风险,重点对监测预警系统所涉及的理论与技术进行了阐述,基于广东省目前城市道路交通现状,对引起广东城市道路交通安全风险的风险因素进行分析,阐述了当前监测预警工作存在的问题,对监测预警系统的构建基础进行分析,对系统的功能、构成、建立原则和相关制度、体系和标准等做了阐释。更多还原

【Abstract】 As the largest province having motor vehicles in China Guangdong province encounters many city traffic problems,such as traffic jam accident,road damage,noise and so on.Hence the traffic safe risks are much more obvious in Guangdong than in other provinces.Focusing on the theories of emergency monitor and early warning,the paper analyzes of the risks in city traffic.The paper also presents the traffic situation in Guangdong and what Guangdong has done about the traffic emergency monitor and early warning and the existing problems.The paper finally builds up a rough monitor and early warning system about the safety risk of city traffic in Guangdong,including the function,components,guidelines,relating institutional rules and standards.更多还原
