【摘要】 面对草原退化和生态恶化,走绿色发展之路是林牧业发展的必然选择。锡林郭勒盟林牧业生态转型,得到了国家的高度重视和关注,国家启动的包括锡林郭勒盟在内的京津风沙源治理工程,为锡林郭勒盟林牧业生态转型提供了强有力的支持;锡林郭勒盟自身实施的"坚持保护与开发并重、实现发展与美丽双赢"的做法是林牧业生态转型的关键。在保护99%草原的前提下,用1%的土地集中发展工业,推进新型工业化进程;实施移民工程,发展二三产业;实现农村牧区产业结构调整和农牧民增收;发展循环经济和风电新能源;推进资源循环利用,提高资源利用率;发展节水型工业,增强涵养水源能力。更多还原

【Abstract】 Faced with grassland degradation and ecological deterioration, we have no choice but to go on the way of sustainable development in Forestry and animal husbandry. The government pays high attention to the Ecological transformation of the Xilingol League, for example, the government has launched the controlling project of wind - drift sand including Beijing ,Tianjin and Xilingol League. But do remember, the key character of the ecological transformation of the Forestry and animal husbandry is Xilingol League, which views the protection and development equally, only in this way can the Xilingol League achieve the win to win situation. With 99 percent of grasslands saved and the target of promoting the process of new industrialization , we can use 1 percent of land to do such a lot things as follows: we can carry out the project of migration; we can develop secondary and tertiary industry to increase the farmers’ income by changing the rural industrial structure;we can promote the circular utilization of resources and improve resource utilization by developing the recycling economy and wind energy; we can develop water-saving industry and enhance the capacity of water conservation.
