【摘要】 军民结合、寓军于民武器装备科研生产体系虽成为研究热点,但在一些核心问题上研究不够深入。本文分析了军民结合、寓军于民武器装备科研生产体系的内涵及与特征,定量测算了当前我国武器装备军民结合、寓军于民的程度,认为当前我国军民结合、寓军于民投资领域上存在同质化现象,建议政府应设立专门基金支持向高端发展;对民口单位在装备采购的地位进行梳理,阐述了需要区分民口单位不同层次、不同类别的需求制定针对性的装备采购信息管理措施。更多还原

【Abstract】 Establishing systems of weapons and equipment research and manufacturings that integrate military with civilian purposes (it is hereafter abbreviated to SWERMIMC) is a wide topic in China, but we should pay more attention to some core question. At first,This paper gives the author’s conception of SWERMIMC based on the comprehension of Chinese leaderships’ idea about civil-military integration. Secondly, The authors make a quantitive assessment of China’s SWERMIMC based on five indicators. These indictors are associated with the entrance of military acquisition market ,the organization of military industry, the size of the cilvil-military industries ,the competition from military acquisition market and so on. The author find that the score is about 60 which indicates that Chinese established a tender SWERMIMC. Then the authors point out that many local governments and firms focused on those areas full of low technology and make a suggestion that the government should establish a special fund to help more civil firms with potential defense technology and other resources to invest on high defense tech areas and cross the dead valley in reuse the civil technology. Finally, the paper concentrates on the management of military acquisition. The authors analyze the civil firms’ different need for military acquisition and advice that the military services and premier contractor should be responsible for these and release military requirement information respectively.更多还原
