【摘要】 完善军事需求生成机制是从源头上推进军民融合战略实施的关键。本文在对国内外军事需求概念比较的基础上,结合我国国情给出了军事需求内涵、外延,分析了我国军事需求生成机制的现状,认为当前军事需求生成机制方面存在需求生成流程不规范、军事需求研究不够深入、军事需求运行机制不健全、军地之间存在需求信息不对称等4个方面的问题,最后提出了健全军事需求管理机制、完善军队需求对接机制以及建立军事需求分类发布机构等建议。更多还原

【Abstract】 An good military requirement mechanism plays important role in implementing civil-military integration strategy for China. This paper compares the concept of military requirement and operational requirement between China and US, then gives the author’s views on military requirement of China. The authors think that Chinese military requirement mechanism witnessed a large progress since 1980s.But the authors admit there exist four weaknesses in Chinese military requirement generation mechanism. These weaknesses are as follows. Firstly, the process of generating military requirement is informal; Secondly, a few studies on military requirement are lack of enough proof ;Thirdly, the mechanism of managing military requirement has some shortcomings. Finally, there are some information gaps between military services and civil units which prevent the civil resources from entering the military sectors. The authors predict that these weaknesses will be corrected if the military services take an active part. They put forth three advices to promote the process of Chinese characteristic civil-military integration. They suggest that China should modify the organization and the mechanism of managing military requirement at first and establish a reliable channel of coordinating different requirement information between military services and associated government departments. They also hope that the military services establish an agency in charge of classifying and releasing military requirement information.更多还原
