【摘要】 首先从分析了当前我国实行低碳经济所面临的若干挑战,之后作者据此利用SWOT分析法分析了与实行低碳经济相关的两种政策——征收碳税以及碳交易,并由分析结果对二者进行各方面比较、得出若干结论。最后,根据分析、比较结果,作者提出了若干有关我国应如何实行碳税的征收以及发展碳交易的建议,其中包括逐步实施碳税的征收、尽快健全国内碳交易市场,并争取在20年之内将其投入运行。之后随着碳交易市场的越发完善,应逐步减少碳税的征收规模,最终做到依靠碳交易市场促进我国低碳经济的实行。更多还原

【Abstract】 This paper analyses what challenges China is facing to develop low-carbon economy,and then analyses carbon taxes and carbon trading as two fiscal policies by SWOT analysis.Finally,this paper compares carbon taxes and carbon trading,and gives some suggestions about how China can develop low-carbon economy with these two fiscal policies,the conclusions include we should collect car taxes step by step while establishing our own carbon trading market in China,and we should try to put our carbon trading market into use in 20 years,after which we should canceling carbon taxes gradually.更多还原
