【Abstract】 In China, there was great potential and space for energy saving and emission reduction both in the field of production or consumption. However, the existing energy-saving emission reduction policies have some shortness, especially macroeconomic policy, it is necessary to promote policy and mechanism innovation. Macroeconomic policy must achieve the unification of "capital growth" and "structure adjustment", emission reduction have to transform "end treatment" into "preventing in management", policies and interest mechanism should be integrated effectively.更多还原
